Under Solicitor Duffie Stone, the 14th Circuit Solicitor’ Office has emerged as a leader in cutting-edge strategies that hold people accountable, assist victims and make our communities safer. Among our innovations:

Career Criminal Unit
This team, comprised of the office’s most experienced trial attorneys and investigators, focuses on the prosecution of the circuit’s most violent and habitual offenders to reduce violent crime and the trauma it creates. By earning convictions against more than 90% of the defendants the unit has prosecuted since its formation in 2009, this elite team has helped reduce county detention center populations and overall crime.

Federal prosecution
In 2015, the Career Criminal Unit embedded a prosecutor with the U.S. Attorney’s Office, enabling us to seek the most appropriate penalties available, particularly for drug and gun offenses. This innovation made our office the first in South Carolina to forge such a partnership.

Intelligence Unit
The 14th Circuit Solicitor’s Office practices intelligence-led prosecution, a strategy rooted in the collection of background information about the people, places and problems that drive crime in our community. The Intelligence Unit works in partnership with state and federal authorities to help local agencies ensure effective, data-driven investigations.

Victims Services Center
As the first on-site Family Justice Center in South Carolina, we work with community partners to provide effective and compassionate services to victims and their families. The center’s work reduces victims’ trauma, as well as recidivism. The center is accredited by the Alliance for Hope International.

Multidisciplinary Court
A safer society can’t be achieved by imprisonment alone. Since 2009, the Solicitor’s Office has run a treatment court program that provides a lower-cost alternative to incarceration. It is open to non-violent offenders whose substance abuse underlies their criminal behavior. Our method of accountability and recovery saves lives, saves resources and reduces crime.

What has this innovation brought?: South Carolina’s 14th Circuit is one of only two in the state to gain population during the 2010s, while also reducing the number of General Sessions warrants. That’s right! While the number of residents rose, the number of criminal offenses actually fell.
